The rubber wiper part of the wiper blade is supposed to be dragged, not
pushed, across the glass, flipping over at each change of direction. If
the wiper arm gets twisted, the rubber blade may not flip over, and be
pushed in one direction rather than dragged, causing judder when the glass
    is not wet enough.

To correct this problem you must twist the wiper blade back to get it
parallel to the glass. It is springy, so you need to twist quite a bit for
any to take. I use a small adjustable wrench near the outer end of the
arm. Test after each effort to see the effect of your attempt.

If you can't tell whether the blade is flipping, you can stop it in
mid-stroke by turning off the key, and have a good look.
