    That's supposed to read 8 deg advance with no vacuum. Your O2 sensor is working. Set the timing, all vacuum hoses hooked up, valves adjusted, that #### microswitch working properly and by that I mean check to make sure that you have a closed circuit when throttle closed and open circuit when throttle slightly open ( I had one that did the oposite). Then set your mixture on the fuel distributor to get the 45 deg reading on the dwell meter ( 2,5mm long allen key) once the engine is completely warmed up ( 2 cycles of cooling fan).

      never owned a car with an 8% mark. WHERE is it?
      Do you check that with a timing light????? Obscure references abound.
