With everything connected stock (electrovalve, etc.), adjust the
wastegate actuator tension to desired maximum boost level.
If this is physically not possible (given length of threads on
actuator arm, or length of coupling), it may be necessary to
shorten the actuator arm. If the threads on the arm are not long
enough, you could use a dye to extend them. Hold the arm with
a good pair of vice grips so it does spin inside the actuator.
I had to do this to Sol's car ('88 Turbo) when we replaced his
wastegate actuator. The new actuator's threads did not
extend back far enough to close the wastegate completely...
Luckily we discovered this while the turbo was still out
of the car, so using the dye was easier.
